- In 1921, Congress passed an act which introduced a quota system (basically a system which limits the number of immigrants depending on their nationality).
- This quota system was replaced in 1924 by the National Origins Act, further limiting immigration. The act discriminated against immigrants from Southern and Eastern Europe, and Asia. Annual immigration was reduced from over 1,000,000 to about 150,000 in 1929.
- From 1917, immigrants had to pass a "literacy test" to enter the country.
